Created in 1962 with presentation to applicable naval personnel as far back as 1958; it is one of the most active decorations given in the Navy until it was discontinued in 2014. The Naval Reserve Meritorious Service Medal was discontinued as the Secretary of the Navy decided that both the active duty and the reserve component should be issued the same medal. This is strictly an enlisted service medal on par with Navy Good Conduct Medal for active duty enlisted sailors.

The Stolen Valor Act of 2013 is a federal law that makes it illegal for any person to falsely claim to be the recipient of certain military awards, "with the intention of obtaining money, property, or other tangible benefit by convincing another that he or she received the award".This decoration is covered by the Stolen Valor act. Fraudulently claiming to have received a Naval Reserve Meritorious Service Medal can result in punishment including a fine, imprisonment for not more than one year, or both
